One stroke, and then the cursor switches back to brush no matter what. - Then, I tried it on a Cintiq Companion 2, with Windows 10 and the latest wacom driver: here it's different. After the first gesture, the cursor starts to flicker on the screen, but it almost works: you can pan multiple times (from what I tested, I'd say around 5 to 15 strokes of the pen) before it "forgets" spacebar is pressed, and it reverts to the brush tool (or any other tool that was selected).
