Many thanks for your efforts!
The Notes causes this problem. However the Notes widget can remain in panel.
I discovered that in a "pathological" state when I click the widget and
the windows opens I click right hand side mouse button to open
the Notes menu and   click "Speak Text", then error message appears
"Starting Jovie Text-to-Speech Service Failed" and panel returns to the
"healthy" state again. This procedure is probably necessary after each use
of Notes.
