I can confirm that on Neon Dev unstable (everything KDE from git master, Qt 5.11.2), if I enter Rectangular Region mode and then Alt-ab to another app, the darkened overlay remains visible. I can also confirm that once this happens, the keyboard shortcuts deactivate, i.e. I can't exit with Esc, Enter or Return.
