Not: 'I'm the maintainer, therefore we can ignore all Users without any
rational reason'.

It raises the question, who gets to decide here? 

It would be a shame to have to fork this software over one ridiculous and
irrational design choice, but if a decision like this rests in just one pair of
hands and no-one can have any influence, than fair enough - I guess that's the
end result, it also explains so many other opensource software splits in the
past.

You can have usability AND customisation, by intelligent defaults, combined
with  advanced settings with certain users.

However, this decision renders Kmail neither usable nor customisable.

No other software makes the casual user have to face an ugly distraction on
every email, with no way of turning it off.

Advanced setting removed. Because the Users can't be trusted to know their own
needs and take their own risks?

And no better way of presenting the option than a block line across every
email. Ouch.
