The bug is still present in Karbon 3.0.1 installed from Kubuntu 18.04 repositories. I don't know if this is the last version of Karbon but if it doesn't, it is likely it is still there if nobody has worked on Karbon. It seems that Karbon doesn't store the styles inside the ODG file and if it does, it doesn't do it properly because LibreOffice can't read them (neither Karbon after reopen it).
