This is intentional behavior. We recently changed it to safely power down disk
drives after the last partition is unmounted, which was a feature that hundreds
of people had loudly asked for over the last, like, 10 years. :) Your hard
drives are actually far safer now than they were before!

I understand that this is somewhat inconvenient for your particular use case,
but there is a very simple workaround: instead of unmounting the last partition
before mounting another one, just mount the other partition first and *then*
unmount the first partition.
