I am changing this to a "wishlist" item since it would be a new feature to be
able to import TV Paint CSV files. Based off the documentation, the CSV file is
just a text file with a table of locations for animation frames and layers.
They are mapped to all the images in the "my.frames" folder. It is all zipped
up. This functionality could probably be written with a python plugin with some
of the new python API stuff that is added in Krita 4.2
