User manager is not able to create guest account. My LM17.3 is a clone created
with Systemback, which may or may not be related to this problem.
Reproducible: Always
Steps to Reproduce:
1. Open System Settings
2. Open User Manager
3. Click on + or New User
Actual Results:
Nothing
