That's not true. It's inhibiting for any app that chooses to inhibits.
You also don't need an additional plasmoid, you can disable power management
from the main battery applet.
I don't think an option based on guessing heuristics helps. For the users that
enable it they'll get false positives and we still have a bug for the users
that don't enable it.
