You could extend the list of packages for installation until they stop being uncorrectable to figure out what went wrong, but it's entirely unrelated to neon. What seems to be the case is that you have the ubuntu bionic-proposed updates enabled (which is where your libnm-dev 1.10.14-0ubuntu1 is from) and something in the proposed pockets is broken and that is blocking the dependency resolution (may either be a current breakage or a previous one which was retracted but is still installed on your system). Not entirely unexpected since proposed is the testing precursor to bionic-updates, so sometimes problems may appear as that is of course the entire point of proposed.
