reproducible:
open dolphin
enable the info panel (F11)
seelct some jpg file (observe "Tags" shown in info panel)
open the select file with gwenview
press ctrl+t to edit tags
write any text and click "+" button to add the tag
back to dolphin window
"Tags" in info panel does not show the tag added with gwenview
seelct another file and reselect the same file used with gwenview
Now Dolphin's info panel shows the tag added with gwenview
Dolphin and gwenview 18.12.2
