STEPS TO REPRODUCE
1. open system settings > display and monitor > scale display and set display
scaling factor to 1.2
2. restart plasma
3. observe the buttons of these KCMs: Cursor, Plasma Theme, Icons, Look and
Feel,
and Splash Screen. 

OBSERVED RESULT
As we can see in my screenshots, the fonts of the labels of some buttons
positioned below the themes available ("Install from File...", "Get new..." and
"Configure icon sizes") are badly rendered. This only occurs when fractional
display scaling is used.

EXPECTED RESULT
all fonts are rendered correctly.
