Indeed that would appear to be the case...
Installed "qqc2-desktop-style" and the scrollbar is now present.
I don't know if this is some (possibly openSUSE specific) packaging error:
paul@Orion-15:~$ rpm -q --whatrequires qqc2-desktop-style
no package requires qqc2-desktop-style
paul@Orion-15:~$ rpm -q --whatrecommends qqc2-desktop-style
no package recommends qqc2-desktop-style

What package should require "qqc2-desktop-style" ?
