The new menu addition would be on a sub-menu, so we do have the space. I think
the top main menu is kind of a learning tool, or "pedagogic vector" in UI
terms. It helps users see what functionality exists in a program when they are
first learning it.
I am actually going to side with the bug reporter on this one. I don't think it
will be used as commonly as the existing ones, so I would put all the layer
types at the bottom separated with a section divider.
