70 seconds is a lot. I am currently working on a bigger (5000 x 3500) and more
complex image (filters and groups) and saving does not take longer than 10
seconds

A completele new file 5000x8000px , filled with a gradient in layer 1, saves in
2 seconds at most. 

So either we messed up something in a few nigtlies (and this is solved now), or
your cpu and hdd are balancing a lot of workload. On mojave my external drive
started to lag to extremes causing slow loads and saves, turned out to be a
problem with Spotlight index cache, as it kept rebuilding at made the disk very
busy slowing saving and loading. In my case I blacklisted the drive on
spotlight and speed when up instantly (but it was an external drive, so
spotlight might as a first step index the connected drive. not sure about your
case)
