I personally rarely need to actually do simple transforms like rotate and scale when I am making a selection. I would rather not see any extra handles or UI elements on the canvass unless I want to specifically do that. What people do after they make a selection varies quite a bit. People sometimes just make selection just to delete the content or fill it in. Other people spend a lot of time adding and subtracting to a selection. Maybe it is just me, but I feel like if we start to try to merge the selection and transform tools, it is going to create more problems than its worth.
