SUMMARY
Pressing kwin's "full screen" button doesn't work with Emacs. This was found as
part of research on this issue

STEPS TO REPRODUCE
1. Start `emacs -Q`
2. Press the button that you have bound to "make window fullscreen" kwin action
OBSERVED RESULT
Nothing happens.
EXPECTED RESULT
Emacs should get opened to full screen.
SOFTWARE/OS VERSIONS
Window API: X11
KDE Plasma Version: 5.16
KDE Frameworks Version: 5.59
Qt Version: 5.12.3
ADDITIONAL INFORMATION
This works fine on i3wm, so this looks like kwin issue.
