SUMMARY

Shortcuts, such as shift+del, will error claiming ambiguity where there is none
if the toolbar has been modified

STEPS TO REPRODUCE
1. Open the "Configure Toolbars" dialog
2. Do any action that would cause "apply" to become enabled, then click it.
3. Attempt to use a shortcut such as shift+del

OBSERVED RESULT
Shortcuts become broken and unusable, claiming ambiguity.

EXPECTED RESULT
Shortcuts are entirely unaffected by adding/removing buttons from the toolbar
