Add the option to prevent Task Manager unhiding panels when a window wants
attention
Ooh so I was looking in the wrong spot the whole time? plasma-workspace and
plasma-desktop are separate packages on gentoo..
Thanks to your hint, I worked out how to make it optional with a checkbox in
task manager configuration :D
Let me know if it's ready for phabricator or if it needs more polishing.
