This is intentional, because if you make the window any smaller, then the
individual pages' content can (and often does) get cut off.
I know it's not the most elegant way to handle the situation (sorry!), but it
was the best we could do for the moment given the state of the systemsettings
codebase, which is quite old and hard to work with at this point.
