Comments are indeed in pre elements, and their bz_comment_text class brings CSS
font-family: monospace.

However, looking at https://bugzilla.mozilla.org/show_bug.cgi?id=1518264 it
seems that Bugzilla may be heading to a proportional font by default. However,
the change behind that appears to be a move to Markdown (for new comments
only), and Markdown still allows monospace fragments. Moreover, the change
appears to be in the bmo project, not in Bugzilla itself, so this may never end
up here. Therefore, I am marking this as resolved. If you are concerned that
text may become proportional, please retitle to something like "please keep
displaying  comments with fixed width font" when reopening.
