There is no such thing as ticket "sections" in my book, but yes, queries in the
advanced search page can contain both open and closed bugs.

Few bugs make users happy. The goal of that list is to show bugs most likely to
degrade the experience of users.

WONTFIX tickets do not track bugs that developers do not *want* to fix. They
track bugs which a developer thought *would* not be fixed.

In any case, what developers can fix or not is independent of how hated bugs
are (except perhaps insofar as bugs which cannot be fixed - if such bugs exist
- accumulate more hate). It is not a list of the most hated bugs which can be
fixed; it is a list of the most hated bugs, period.

Sami, where is that list?
