1. Run "kdebugdialog5 --help"
OBSERVED RESULT
[aspotashev@glue ~]$ kdebugdialog5 --help
KCatalog being used without a Q*Application instance. Some translations won't
work
kf5.kcoreaddons.kaboutdata: Could not initialize the equivalent properties of
Q*Application: no instance (yet) existing.
Usage: kdebugdialog5 [Qt-options] [KDE-options] [options]
A dialog box for setting preferences for debug output

This text should be in Russian when using Russian language system-wide or just
