Summary: Task manager icons do not carry over when primary

When i close the laptop lid the opened programs do not show up the external
monitor.
STEPS TO REPRODUCE
1. In icons only taskmanager widget i have checked the following 3 options
Show only tasks from:
- current screen
- current desktop
- current activity
2. I open some programs on the laptop
3. I connect the external monitor and close the laptop lid (laptop screen is
turned off)
4. Primary desktop shows up on the external monitor.
OBSERVED RESULT
The programs that were opened on the laptop screen do not show on the external
screen.
EXPECTED RESULT
I expect if the laptop lid gets closed the open programs will move to the
external monitor.
SOFTWARE/OS VERSIONS
Linux/KDE Plasma: Kubuntu 18.04
KDE Plasma Version: 5.12.9
KDE Frameworks Version: 5.44.0
Qt Version: 5.9.5
ADDITIONAL INFORMATION
I had the same issues on KDE Neon as well. And there is no way on how to make
them move to the new primary output
