Without looking into the code, I guess it is ordered by relevance (by whatever way this number is calculated). With "manually sorting", which is likely the wrong term here, I mean to be able to sort in a different way; a way the user defines by choosing from a list of possible sort orders (alphabetically, size, etc.).
