Gif animation of the issue with the Breeze theme.
SUMMARY
The Dino XMPP messenger desktop app [1][2] has an small icon (denoted by a
smiley) to select emojis.
The icon becomes colorized if hovered.
However, if there are exactly two lines in the input field, the icon becomes
hardly clickable.
It only changes the color if the mouse pointer is the on the lower left part of
the small icon. Otherwise, if it is in the center, it's not hovered and not
clickable.
This is a Breeze Theme bug. It does not happen with the standard Adwaita theme.

STEPS TO REPRODUCE
1. Choose Breeze (dark) theme
2. Install Dino
3. Open a chat
4. Test the emoji button
5. Press Shift+Enter in the input field for a second line
6. Test the emoji button again
