The problem I described in that bug report doesn't happen for me on Windows 10,
I just noticed in comment number 8 of that report.
Also, I can always see all of the text editing window (behind the floating
dockers) and grab/drag its title bar to bring it to the main window on the
other monitor.
It looks like your problem is different and much worse for you.
Are both your monitors the same size and resolution?
Can you do Help -> Show system information for bug reports and copy/paste the
first part of a session record, which shows your settings and systems info,
then post it to a reply here.
That may help the developers to see if anything unsusual or significant is
there.
