SUMMARY

Sometimes after reboot or waking my laptop from sleep I notice that battery and
brightness indicator is missing. At the same time System Settings Power
management page has a message "The Power Management Service appears not to be
running" (see screenshots). 
It happened to me on Kubuntu 18.04 and I see it time after time on the latest
KDE Neon.

I googled but couldn't find a way to run required service manually. I even
didn't understand which service it is (upower seems to be running).
The only way I can solve this problem is logout and login again, which is sad.
