SUMMARY
As we can see in the attached screen recording,
hovering effect is applied to icons behind a widget in dragging/resizing mode.
Reproducible on both Arch (Plasna 5.17.5) and Neon unstable edition.
EXPECTED RESULT
no effect should be applied to icons behind a widget in dragging/resizing mode.
