I'm using the Arch package as well (Version: 5.5.0-1, Build Date: Sunday, February 2, 2020 10:46:37 PM EET) and the Bookmarks tool view can be enabled. Attached the tool view context menu screenshot. The Bookmarks tool view is also present in a build from git master. But even if for some reason your KDevelop doesn't have it, you are not missing much. All the buttons on my Bookmarks tool view are permanently disabled and it is completely nonfunctional.
