This backend is loaded at runtime under specific conditions, namely when you run a Wayland session. Nothing of it is loaded under X11. Furthermore, KWayland is already a build requirement from other components. Making it optional in libkscreen is not going to buy you anything. You may re-read this thread, it contains all the above information already.
