I installed Kubuntu 20.04 over my previous Kubuntu 19.10 installation, where I had previously disabled Tap-to-click. After 20.04 was installed, the Tap-to-click option too was disabled; it was probably mistakenly included into the code block that properly disables all those Tap-dependent sub-features (leaving no opportunity to toggle Tap-to-click itself back on).
