That's probably because you installed it to /usr/local. Polkit expects its
helpers to be installed in /usr (I think for security reasons). By the way, you
shouldn't run kpmcore_external manually in any case. kpmcore is library that
spawns kpmcore_external command helper but you use kpmcore via KDE Partition
Manager or some other program like Calamares
