STEPS TO REPRODUCE
1. Apply Clip Jobs > Stabilize (vidstab)
2. Drag the video to the timeline
3. Cut Video to several parts with scissor
4. Change speed on each part to a different speed. Change of speed is between
20 to 50 percent. Speed may increase or decrease.
5. Put the video together so there is no pause

OBSERVED RESULT
In preview and in rendered video you will see around the cut (change of speed)
a jerk or flicker. If you omit step 1 (vidstab) there is no jerk. The video is
smooth.

EXPECTED RESULT
No jerk in any case.

Linux Ubuntu 19.10
