STEPS TO REPRODUCE
1. open system settings > Users
2. click on your user account
3. click on your current avatar
4. choose a user avatar from the gallery or click on "Choose File..." button
and choose a file from your file system.
5. click on "Apply" button and enter your password to confirm the change
OBSERVED RESULT
If we choose a user avatar from the gallery, the user avatar is not updated in
kickoff, screen locker and login manager (sddm).
If we choose a file from the file system, the user avatar is not updated in
login manager (sddm).

EXPECTED RESULT
Users kcm should always set the user avatar correcly in kickoff, screen locker
and sddm.
