After some tests, I have been able to find out that this "other application" is latte-dock. Furthermore, it only happens when I have background blur enabled on a dock. I use a panel-dock combo, they both have blur but the issue occurs only with the dock (booting with panel only doesn't disable desktop effects). I can successfully restart desktop effects with shift+alt+f12, but it is cumbersome to have to do it everytime. It happens with 0.9.11 stable as well as the "git" version from Manjaro repos (I can't figure which version it is... pamac says r4166.1dcf799d-1) Starting latte AFTER login doesn't trigger the problem. STEPS TO REPRODUCE 1. Login after a boot with background blur on dock 2. That's it 3.
