These last months I regularly had the following problem on my Kubuntu 20.04
(upgraded from 19.10, from 19.04): the desktop icons get reset to the top of
the screen, in alphabetical order, and the wallpaper gets reset to the 'Next'
wallpaper. Remarkable was that this didn't happen on my 'test'-user, a user I
made just to see if problems on my main user also happened there, and to try
out color-schemes etc.
I tried about anything to solve this bug: deleting the plasmarc, plasmashellrc
and plasma-org.kde.plasma.desktop-appletsrc files in /home/user/.config, lock
desktop icons, switch to 'restore previous session' instead of 'start with
empty session', add 

[OSD]
Enabled=true

[PlasmaToolTips]
Delay=0.7

to my plasmarc file (I copied this from my 'test' user), put my desktop icons
away from the lower end of the screen. Nothing of that worked.
Then I tried to change my wallpaper to the one I used on 'test': Autumn 5.5.
And with that wallpaper I didn't have this problem (after trying ± 10
reboots/relogins). I thought it had to do something with the resolution of the
wallpaper, but the wallpaper 'Kite', which has exactly the same resolution, did
produce the bug after 2 or 3 tries. Then I started to think: maybe it's really
about the color of the wallpaper, however outlandish this may be. So I made a
monochrome blue wallpaper with color #000080. The fourth time I logged in
again, icon position and wallpaper were reset. Then I tested a monochrome
wallpaper with color #fefe7f, 'soft' yellow, and after 10 times there still was
no reset of anything. Then I retried the blue wallpaper and already the second
time: reset.
Then I wanted to reproduce this on my 'test' user, but using the blue
wallpaper, I didn't get any reset after dozens of reboots/relogins. Strange
indeed. I tried to get my 'test' desktop as similar as possible to my usual
desktop, but I can't get the icons to reset on my 'test' user.
But now I don't seem to get any icons reset on my normal user either. What may
have caused it (I'm not 100% sure) is that in Dolphin settings I disabled
thumbnails for folders. But on my desktop I still got thumbnails for folders
because this was enabled in the desktop settings. (Maybe there's some conflict
there...) When I didn't get the bug after some tries, I re-enabled thumbnails
for folders in Dolphin, but now the bug doesn't return (or seems not to). What
didn't help was emptying the thumbnails cache.
My impression is that there are all kinds of factors (some maybe
hardware-related) that cause the plasmashell to sometimes get 'overloaded' and
to reset icons and wallpaper.

I have to add that I never got this problem on my Mageia KDE (which uses Plasma
5.15) and on my Manjaro KDE I did get this some time back, but not the latest
month or so.
