[Breeze] [Bug 421745] The color scheme of gtk3 apps is not immediately updated when I change the global theme. Plasma session needs to be restarted.

Notify about changes when changing Global Theme

This is needed for GTK Daemon to correctly change various GTK settings
as well (e.g. icon theme, colors, etc).
