Would you mind attaching the output of "qdbus org.kde.KWin /KWin
supportInformation"? If I'd guessed correctly you should see "Active screen
follows mouse: no" under the section "Screens".
In that case, a work around for this problem is to run:
kwriteconfig5 --file ~/.config/kwinrc --group Windows --key ActiveMouseScreen
"true"
