It would be good if you knew what APi your other programs use: Wintab or
Windows Ink. If so, please tell us the name of the program and the API.
Try to switch Krita to Windows Ink and restart your PC:

Tbh it's really difficult to investigate issues like that, because between
Krita and your hand holding a stylus there is lots and lots of software and
configuration. It's enough if one of them is misconfigured and puff, it doesn't
work in Krita.
