This is certainly desirable for types like "std::string", etc. (assuming there is a package "std" which defines these). But if a class has templates, then attributes or parameters of those classes should be able to select a template parameter as a type without creating global datatypes for them. Indeed, they should only have class scope, regardless of whether or not the class has parent packages.
