I have the same problem with current neon unstable - powerdevil does not seem
to be running after login and the "energy saving" KCM shows the message "Power
Management configuration module could not be loaded. The Power Management
Service appears not to be running."
I checked /etc/xdg/autostart/powerdevil.desktop, which seems to be fine.
Executing /usr/lib/x86_64-linux-gnu/libexec/org_kde_powerdevil manually
restores the functionality.
