PDF doesn't support bookmarks because it makes no sense. A bookmark is an external pointer to a place in the file. I.e. you open Okular without any file and you can look at your bookmarks to see which file to open, they have inherently be outside the file. Or maybe you are just using the wrong terminology and mean annotations and not bookmarks.
