FHD laptop screen left; 4K monitor right

SUMMARY
Sometimes when I open windows, they appear somewhere in the top left 1920x1080
area, which happens to be offscreen for me.

My monitor layout has my 1920x1080 laptop screen in the bottom left and my 4K
monitor (1x scaling) on the right. I have attached a picture of the layout I've
set in system settings.

It happens to dialog windows too, not just normal app windows.

STEPS TO REPRODUCE

Unfortunately, I am not sure how to reproduce this.

ADDITIONAL INFORMATION

One way to deal with this issue as a user is to press Alt+F3 and go to "More
Actions -> Move". If you move the cursor down far enough, eventually you will
see the window that was hidden offscreen.
