SUMMARY
STEPS TO REPRODUCE
1. saved a web page in: C:\#Office 2016\#Install Office 2016 Pro WITHOUT Skype
For Business (Win 10)pdf.pdf
2. tried opening the file
OBSERVED RESULT
instead of opening, Okular shows the follwing error message:
Error - Okular
Could not open file:///C:/.
EXPECTED RESULT
Being able to open/read the file
SOFTWARE/OS VERSIONS
Windows: 10 Professional - Version 2004 (OS Build 19041.572)

ADDITIONAL INFORMATION
By dragging the .pdf file into an empty area on the already opened Okular, the
program loads the file as expected!
