STEPS TO REPRODUCE
1. add some widgets to desktop
2. change desktop layout

OBSERVED RESULT
as we can see in the attached screen recording, the positions of the widgets
on desktop change
EXPECTED RESULT
positions of the widgets on desktop should not change
