I've tested with the above setting enabled and the popup window comes up and my
mouse cursor is once again visible and stays that way.

Are you using a particular cursor theme? I'm using the default Breeze theme.

I'm setting status to "needsinfo" pending your response, please change back to
"reported" or "resolved" when you respond, thanks.
