Filling an empty layer with a solid color using the Fill Tool will fill the
image as if I have the layer above selected.
Reproducible: Always
Steps to Reproduce:
1.Create Two Layers
2.Top Layer Has Image(Image/Scribbles/Anything but transparent) and Bottom
Layer is Empty(Transparent)
3.Fill Bottom Layer
Actual Results:
Bottom Layer now has evidence of top layer
Expected Results:
Bottom Layer should be Solid Black
