STEPS TO REPRODUCE
1. From ubuntu-20.04.1-live-server-amd64.iso
2. sudo apt install kde-plasma-desktop -y
3. System Setting - Global Theme - Breeze Dark
OBSERVED RESULT
Noting change after reboot
