I can confirm that this bug is present in Kate 19.12.3, the default version in
Ubuntu 20.04, and is a major annoyance. The only workaround is to rewrite the
desktop file manually every time a new session is saved. This is clearly an
upstream issue which has nothing to do with Ubuntu.
